AC electrical outlets and WiFi are "expected" to be available throughout the bus. That's the safest way to say it. But you know how these things go... Even on airline flights, the WiFi is sometimes down or useless, and even electrical power at the seats might be down for some reason. So probably, yes, but as a matter of general travel advice, plan for a backup.
