    I dout that the state of tide has any influence on wind speed but in coastal
    area, wind speed and direction will defenitely have a infuence on the tide
    specially if the winds are strong and blowing in the same direction for
    several days.  In such occasion in some locations, the tide predictions may
    be completely off.  Local knowledge would prevail.
