    Bill was mired in mid-latitudes muck.  If declination and latitude are
    *same*, AND latitude is larger (absolute values) than declination at some
    point the Sun will be west or east .  If latitude is less than declination
    it will not happen.
    
    A quick test:  If tan(dec)/tan(Lat) is > 1, it will not happen.
