I certainly don't feel qualified to answer. The only things I can think of are a mistake in 1937 - as in a 4 second time error on mechanical chronometers - or some other blunder.
I'm a bit surprised if the location was to the nearest whole minute as stated. The eventual publicity wouldn't have been obvious then but the name Earhart and the additional guests on board would probably have prompted the utmost in care and precision in the celestial sight and everything else that they did.
Beyond that I can't think of any other reasons for the discrepancy.
