    The USNO's MICA ephemeris program uses actual Delta T values up to
    1996.0. Beyond that, it interpolates a lookup table of predictions.
    For 2004.5, the table says 70 seconds, though the actual value is
    about 64.7 seconds.
    
    Unfortunately, you can't edit the lookup table or override the
    incorrect Delta T.
