You can find it on the "Gallica" website of the Biblioth�que Nationale in Paris (http://gallica.bnf.fr/). Go to "Recherche" and just enter "Royal society" under "Auteur"; you should then see a list, among the things listed the "Philosophical transactions". You can then choose 1797 and there it is. There are more things of interest to the history of navigation (and astronomy) on this site - among them 2 french editions of Pedro de Medina and 3 editions of Jean Alfonce, probably the first french navigation manual - based mostly on portuguese material. I found a web site which linked to another site which gave a complete (100 pages or so) scanned image of the presentation as reported in the Philosophical Transactions.
