My calculations say the apparent declination was zero at about 6:48:58 so it sounds like we are talking about apparent declination. Apparent declination includes corrections for light time nutation precession annual aberration since the light time is some 8 minutes (of time), the SUN actually passed the ecliptic some 8 minutes earlier.
