The obituary for J.E.D. Williams is in the JIN, Vol. 46 (1993), 290 - 292.
For Cotter I can try to find something tonight.
And please say hello to Willem.

    Dear all
A colleague is working on a paper about the historiography of navigation and
is trying to find out the dates of Charles Cotter and J.E.D. Williams, as
well as any references to obituaries for either of them.
    Can anyone help?
