The index arm does not appear to have a pivot which supports the index mirror. The index arm is drawn as if fixed in place.
Further, at maximum resolution http://upload.wikimedia.org/wikipedia/commons/c/c2/Thomas_Rowlandson-midship.jpg , the index mirror appears to be mounted to the fixed arm attached to the arc!
