    Why does the Nautical Almanac include Moon lower meridian passage?

    The lower right hand corner of a Nautical Almanac right hand page has both upper and lower meridian passage for the moon. Why the lower? 

    In reply to a similar question in Sep 2013 Herbert Prinz made reference to circumpolar stars.  I get that, as you might be able to observe both transits. But why for the moon?
