According to Mr. Tim Doherty of the Maritime Safety Information Division at NIMA, the new electronic version has been locked to prevent unauthorized resales. Their logic is that Acrobat 5 gives them better protection than Acrobat 4, but it was only necessary to protect five "key" chapters instead of the whole document. Coming from an electronic pre-press and production background, I disagree with their logic and can see several ways that the entire document can be recreated and "printed" without much fuss...but that's their official position on it, that this was no mistake and the split formats are intentional.
