Anders- I suspect the 60 in the equation relates to degrees/miles/minutes and divides out of the speed, since knots are nautical miles (based on degrees/minutes of longitude) per hour (60 minutes/hours again). I only have my fuzzy hat on today but "60" makes me think it is plugging together distances and speeds with degrees. I am curious as to how one is supposed to turn ONE degree towards a target. Unless one is using electronic steering (i.e. setting an autopilot) I don't know any helmsman who can steer a 1-degree course with any surety.
