I think that time sights evolved from longitude determination (old navigation) into the preferred moment to check compass deviation or to swing the ship (new navigation). My Bowditch 1981 vol. 2 on page 524 provides a brief explanation. Table 25 is used to obtain Hc and meridian angle (t) for the prime vertical when entered with Latitude and declination. Pub 249 can perform the task of PV determination as well when Z = 90* is looked up for a given Latitude and declination to then get LHA and Hc of PV.
