    In my experience here, I believe the answer would be "yes."  What
    probably would not be permitted would be something on the line of 'how
    do I use my GPS unit to sail from point x to point y.'  Delving into
    the underlying technology does not seem to be prohibited here.  It's
    one of the more fun aspects of this list, in my opinion.
