I have used one of these in my work. It is a Topographic Abney Level. According to a catalog that I have the Abney Level is “very similar to a clinometer in that it is used to measure the value of a slope by means of arc measure and grade percentage. Commonly used by surveyors, engineers, and foresters.” I have used one in surveying applications, but never for navigation. You can go to http://www.benmeadows.com and look one up. They retail for $104 to $258.00.
