Is it midnight local time, or midnight UT/Greenwich time?

The following is from a local NZ news site.

A bonus second will be added to the world's atomic clocks taking effect at midnight on New Year's Eve, co-ordinated universal time.

There will be 61 seconds in the minute leading up to midnight on December 31 UTC - so that is just before 1pm on New Year's Day in our time zone.

The reporters on this site have a reputation for not understanding what they are reporting on so I will dig around for an official NZ site.

I am certain that my second recording was at midnight Dec 31st UTC.
