    " Is a bubble sextant a solution?"

    Hello Tony

Sure, why not? St Petersburg is probably a great place to practice with a marine sextant, built as it is around a bay, but with both feet planted on land you might have a lot of fun using a bubble sextant. I would recommend an A-12 bubble sextant which, with care, will get you within 1 - 2 nautical miles.
