George, my understanding is that a waterspout is simply a TORNADO over water. You would not want to pass through one, much less be near one. In the late 80's we had one in lower NY harbor that went aground [sic] into Staten Island and did some minor damage. I found this very distressing since tornadoes were, at that point, just about unknown in living memory in New York.
