During the first few weeks of October, WWV and WWVH were announcing the end of weather broadcasts on 31 October at 4 minutes after the hour and reportedly at other times in the hour as well. However, these warnings subsequently disappeared and the weather broadcasts have continued at least for the time being. I've not heard about the January shutdown.
