I found it accidentally, while looking for an HP-50g program to control its infrared LED (did not find it, BTW).
I probably should have posted links, to save some google rainforest.
Emulator (and firmware, in case you prefer to flash hp-30b yourself) is here:

Maybe some day I will man up and get and install the USB/IR board, but i am entertained enough for now.
