I wonder if small-craft radar could be used for ranging to some of the
larger satellites in LEO.  Suitable signal processing (e.g.
integrating along the expected trajectory) could help with
sensitivity.

Is that a correct decision in your opinion?  Are its capabilities
mirrored in other systems?  As with the recent Loran-C shutdown, I'm
not quite sure how to weigh the pros and cons, aside from the general
wisdom of not putting all one's eggs in a single basket.
