Tom (and others): For starters, you can download a pdf version of the latest COLREGS from the CG Web site http://www.uscg.mil/vtm/pages/rules.htm Rule 33 requires that vessels over 12m carry a bell and "whistle" (we'd probably call it a horn). Annex V requires vessels over 12m to carry a set of the Rules. A "discharge of oil" plaque in the "machinery space" of a vessel, as well as a garbage plaque (which shows which type of garbage can be dischared overboard depending on one's distance offshore) is required by US law. Unfortunately, I can't quote a CFR for them.
