    You're right. Th proof is that at latitude zero each meridian is spaced 60 NM, the diameter of the circle.

    Please coorect me if I'm wrong but I think that in Reed's Nautical
    Companion -3 edition (it is what I have) in Section 3, p.133, one step of the
    method regarding working with UPS isn't right. Specifically, "...to
    draw meridians of longitude with the spacing that corresponds to this
    mid-latitude, start at the verical axis and count X degrees out along the
    circle..."

    I think you need to count degrees from the mid-latitude line which goes across
    compass rose, W-E, instead of from N-S.
