    USS Arizona mystery superstructure detail

    The Washington Post recently ran a story written by Claritza Jimenez and Michael Ruane entitled "The USS Arizona wasn't supposed to be at Pearl Harbor, but it became America's most famous battleship". There is an accompaning video segment. Views of the ship show a large dial with pointer on the upper super structure. Does anyone know what this dial is for and why it is positioned the way it is?  I doubt it is a navigation device.
