    It’s explained very well here http://forum.worldofwarships.eu/index.php?/topic/26786-hilfe-benoetigt-was-sind-das-fuer-objekte-bzw-anbauten/ (towards the bottom) and here http://dreadnoughtproject.org/tfs/index.php/Range_Dial .  Considering the price of shells, I don’t think it was “lob a shell somewhere”.  Unless in dire straights, I think it was more so that “out of visual contact” ships could wind up their turrets to roughly the correct position to be ready for when they did see the target to reduce time before engagement.
