    I saw one underwater drone application that used sound emitting platforms in addition to the drones, placed in the water.  The drones can hear the emitting platforms and thus determine where they are relative to them.  I have no idea if the US Navy drone in the story uses that concept.

    Sound travels a very long way in the water.  Thus those emitting platforms can be very widely spaced.
