    USNO's New Algorithms

    The USNO's new algorithms are contained in the following
    Main Paper --> "Determining the Position and Motion of a
                    Vessel from Celestial Observations"
                    Pages 631-648
                    Navigation Vol. 42, No. 4, Winter 1995
                    "A Navigation Solution Involving Changes
                     to Course and Speed"
                     Pages 469-482
                     Navigation Vol. 43, No. 4, Winter 1996-1997
                     "Practical Sailing Formulas for Rhumb-Line
                      Tracks on an Oblate Earth"
                      Pages 313-326
                      Navigation Vol. 42, No. 2, Summer 1995
    All of these papers are by George H. Kaplan of the USNO.
    The Algorithms are incorporated into the Navy's new program
    called STELLA.  STELLA, as far as I know is not available to
    non-DOD people (ie us!).
    I got these papers from the USNO's paper reprint service.
