U.S. government sextant specification

The current U.S. government specification for marine sextants is A-A-59005. It replaces previous military standards such as the one for the Navy Mark 3 sextant pictured in my 1984 Bowditch. Based on my military experience, I can't help wondering if the spec was tailored to a particular manufacturer. The users want such and such product, but procuring it by name isn't allowed. So they state requirements which "just happen" to describe a product made by one company. The PDF document is only 15 k so I've attached it to this message.
