The US Navy has been dry for a little more than a century.  The traditional daily grog ration was standard in the days of the sailing Navy, although early on American bourbon replaced rum in the recipe.

Daily grog was terminated during the Civil War, but alcohol was still freely available.  It was in 1914 that the Navy went dry.

The US Navy was always dry.  The mention of reinstituting grog was a giveaway that it was an April fools joke.

Regarding your question, April fool?, I would think that likely, very likely,  but then who knows.
