Yes, Marguet's "Histoire Generale de la navigation du XVe au XXe sicle" has been available from Hydro Marseilles for at least seven years (though it was removed for two years or so possibly due to copyright concerns). Wolfgang Koeberer pointed it out to NavList back in July of 2004. At that time, he wrote:
"It is a bit biased on the French side of the channel, though. The good thing
is that you can download the complete book from the web..."
As far back as 2001, Steve Wepster recommended Marguet's other book "Histoire de
la Longitude a la Mer au XVIIIe siecle, en France" published in 1917.
Links to both of these books by Marguet, as well as many others, have been listed in the "Resources" section of the NavList main web page at http://www.fer3.com/arc/navbooks2.html for several years. Ya never know what you might find there...
