Took recourse to a linux machine to understand that the windows firewall was blocking the JPL site. After refreshing my de405 files, I ran Tinyac. It successfully created the binary file. I pulled AA for 2004 off the shelf, turned to page E13. Looked up the heliocentric long and lat of Saturn for mean eq and eclip of date at 0h TT, on 13 Aug. Tinyac was exactly on to tenth of second. Looks good!
