    All evidence in, it looks like when a letter designation is used, it refers
    to standard time, and it is up to the individual to make the adjustment to
    daylight saving time when necessary.
    
    Parts of Indiana (near the Ohio and Wabash River junction) are over 88d W,
    but operate on central time, as do counties near Chicago.  Always makes
    arranging a meeting with a boat owner from my town (eastern) at his boat in
    Michigan City (central) an interesting conversation, depending on whether he
    is in Lafayette or Michigan City when we have the phone conversation.
