So, it looks as though time zone confusion will persist for a while.
Thanks to all for the responses to my post. It seems that Bowditch and the US Navy prefer a zone description which has a positive sign earlier than UT and the International Standards Organisation prefers a negative sign in the same case.
Not too much of a problem if you have some idea of where you are...
I asked the question originally after looking at a few time zone questions in a Royal Yachting Association Ocean Yachtmaster specimen exam paper, where they probably prefer the ISO version, but there were no clues as to which hemisphere the question related to and no answers provided!
