    The issue is whether the fine structure constant (e^2/hbar c) is changing.
    An Australian group found some evidence from spectral lines in quasars
    suggesting that alpha was smaller in the distant past in 2001 but more
    recent reports show no change and give reasons why the earlier report was
    probably due to systematic errors. Right now the case for a changing speed
    of light is very weak.
