    Out to sea beyond 25 miles from land?  Yes, you will have no reception.
    
    However, there are a lot of places where I have been "at sea" in the
    Pacific Northwest, and down the entire eastern seaboard, and in the
    Caribbean where I personally have been able to use a cell phone quite
    a bit and a port was nowhere around.
