Andrew, I have no knowledge of the BBC standards but would point out to you that the US broadcast industry (radio & tv) are expressly required by our FCC to announce the correct time only within two minutes. If the BBC followed a similar standard, yes, they could be off a full two minutes. This is considered good enough for "civilian" time matters.
