I don't see a level anywhere on the instrument and I doubt it could be used in its present state to calibrate bubble sextants. Perhaps parts are missing.
A dumpy level focussed on infinity with the eyepiece illuminated to show the cross wires makes a good horizontal collimator to remove index error from bubble sextants (though the wires are sometimes hard to see). Dumpy levels often turn up cheaply on auction sites.
