I think what Bowditch, Dutton, et all are saying is " You can draw a chart that on a small scale - and small scale only - that LOOKS like the martime chart that you are used to. "
The UPS has the same Latitude scale ( NM per inch ) at 10 degrees north and at 50 degrees north. A Mercator chart does not.

According to the U.S. Air Force, the graphic method is accurate enough to draw a Mercator chart covering a wide range of latitudes so the graphic method is certainly accurate enough to construct a small area plotting sheet.
