    Frank's suggestion of using 1991 as the year provides a very reasonable match of the data referenced in figure H-9 (See attached pdf).  The attached JPG file shows Hc and Zn values for planets and 1st magnitude stars that were visible from a reference position of 8° 29' S latitude & 14° 5' W Longitude @ 19:47 ZT on 29th of January 1991.
