    Chapter 16 of the "Admiralty Manual of Navigation," Volume 1 1987 is titled Navigational Errors and contains a section titled Random Errors in Two Dimensions.  Following it is an appendix, Navigational Errors, which goes into the math a bit.  In total there are 40 pages on the subject all interesting but the answer to the question is not unambiguously there.  Intriguing is a reference in the bibliography to Cross, P.A. and Walker A.S., "Statistical and Computational Aspects of Multi-position Line Fixing (MPLF)", North East London Polytechnic / RN Hydrographic School, HMS Drake, 1984.  Someone with access to the British Library might find the answer there.
