Standard sea level temperature and pressure

For the purposes of correcting sextant altitudes standard sea level temperature and pressure (STP) are 10C and 1010mb. I am curious if anyone knows how these were selected as in the meteorological and aviation world the standard values are 15C and 1013.25 mb.
