uhm, I have Kolbe LTA as my backup source of celestial data, failing that I have a creditcard sized star "perpetual" ephemeris in my wallet (and several other places) together with a basic starfinder type tool (think 70mm diam circular sliderule).
failing that I know coordinates for most of the stars in Kolbe´s almenac, not as certain of their proper motion though, but max error should be within reason if I keep away from the five worst (that I remember) regarding changeable declination: atria, mirfak, rigil kentauris, peacock and dubhe, some having over 1,5´/year motion and many over 0.75´/year (atleast the ones I list)
As to SHA, acrux, alperatz, schedar, dipdha and denebola spring to mind as having large motions (still 2-3 years for 1´ of motion if I remember right).
polaris is bit of special case with huge SHA motion (was it just under 23´/year?) but not too bad as to declination (0.25?). (there are ways to "tame" polaris though...
