    Haven't given it much thought, but my first reaction is:  the phase only
    tells you the angular position of the moon relative to an earth-sun line.
    The upper/lower limb question would depend on whether the moon is above or
    below the ecliptic, or am I mistaken in thinking the moon's orbit is
    inclined slightly from the ecliptic?
