I December 2008 I made a series of posts comparing the various methods of sight reduction under the topic of "Chichester's calculations" by working the same reduction with the different methods so you can review them here:

As to your question, how people did it before silicon, I suppose they used log tables, which would be terribly tedious I expect, from what I remember of using log tables. Possibly, some people might have tried slide rules, though I question the obtainable accuracy. Of course, that being said, what do I know.
As to tabular methods, wasn't H.O. 211 one of the first such methods in this country? I believe H.O. 214 came into use on the late 1930's, while H.O. 229 dates from the 1970's, correct me if I'm wrong. There are or were other methods too.
