I would shy away from Rust-Oleum. It takes forever to fully cure.  Not sure
if Krylon comes in brushable form at Wally World, probably not.  I know
Rust-Oleum is available in brushable form at home stores.

As to brush marks, visit a paint store frequented by professionals (a real
one, not a discount store) and purchase a high quality brush suitable for
the finish you are applying.  Tell/ask the clerk what you are using as a
finish and on what.  Expect to pay $7-10 for a good brush.

Then trot on down to the library and pick up a book on applying finishes.

Finally, apply it at the lower end of the temperature range to allow the
finish to flow out before drying.
