Sextant Vernier Scale

I recently came into possession of a Cassens & Plath Horizon Ultra and it is a very nice piece of gear. I like it a LOT. I thought I knew how to read a vernier and have had no problems "reading" and using other verniers but this particular vernier has me slightly puzzled. There is nothing in the sextant booklet from Cassens and Plath explaining the vernier in detail. Let me explain. The vernier scale has 10 graduations using 11 marks. My initial thought was that each graduation was .2' with the center longer mark as zero but now I am not so sure. It could easily be that the "top" mark is zero and each graduation is .1' or even .2' it just isn't clear to me at this point. Using a magnifying glass, the "top" mark has a small solid dot at the right end of the mark, this "dot" is not shown below. Besides this "dot" there are not any other marks nor any numbers marked on the vernier scale. Below I have tried to give a depiction. Any ideas where zero is and what the graduation scale might be?
