The times they are a changin'. Gone are the days when you have to plunk
down big bucks to obtain a Photoshop CD/license (or thousands for the
creative suite), then turn around and do it again when CS4, CS4 or CS6
are released (same with Adobe Illustrator etc.). Unless you are making a
good living using it as tool or are a trust fund baby, it becomes
    prohibitive for a hobbyist.
These days Adobe has gone to the Creative Cloud (CC). You can download
and "rent" the latest and greatest version of Photoshop (Lightroom
included) for $9.99 a month with an annual contract, with no more bank
busting upgrades. Adobe's hand is still in your pocket ad infinitum, but
you can walk away. (I still use the remainder of the old CS series on a
legacy computer/OS for work that does not require the horsepower of the
    latest versions.)
