I'm aware of the "indian ship breakers", having seen many ads on ebay for sextants from that source.
Regarding what else you mentioned, one wonders as to the general condition of these instruments. Could be fine, could be terrible. I suspect that returns could or might present something of a problem.
I had a problem with a slide rule I purchased on ebay, turned out that it had a fatal case of K & E Cursor Rot, as the ailment is known. The seller, a U.S. location refunded all my costs, without question, and when I offered to send the slide rule back, said not to bother.
Have no idea as to how things would work with a foreign seller.
