If I understand the bolt problem correctly, there is a tensile strength problem in/with the finished product. The base material, the steel itself, came from China. Strikes me, corrections if appropriate, that the base material either met tensile strength spec, or it didn't.
I suppose improper manufacturing techniques could result in an improper, for it's intended use, product, however I believe that tensile strength and resistance to corrosion characteristics are either there to begin with, or they aren't. Is that the case here, desired characteristics were absent to begin or did the outfit actually producing the bolts drop the ball?
