Once again, google books. This time "Plane Surveying", John Clayton Tracy, 1911. Page 333 describes Lehmann's method in the chapter on plane-table surveying. (An interesting topic of its own.) Reading the description, it would seem the method has little bearing (sorry) on the az-intercept method.
